At the federal level, President Claudia Sheinbaum Pardo announced that approximately 400,000 additional high school students will enter the system through the Benito Juárez and Rita Cetina scholarship programs. These supports are designed to be universal and are not conditioned on academic grades. To accommodate increased demand, the Secretary of Public Education announced infrastructure expansions, including the enlargement of existing high schools and the construction of new campuses. Complementing these federal efforts, regional governments are also implementing localized support. In San Pedro Cholula, municipal programs such as the Quetzalcóatl and Xelhua scholarships provide quarterly economic support to university students and athletes. Similarly, in Oaxaca, the state government has distributed ‘Tarjeta Joven’ cards to assist students with costs related to books, sports, and cultural activities, with plans to seek constitutional status for the program to ensure its long-term permanence. ## Timeline ### 2026-10-27: Mexican regional governments launch youth welfare and scholarship programs Governments in San Pedro Cholula and Oaxaca are providing scholarships and financial aid through programs like Tarjeta Joven to support university students and athletes. 4 sources. https://clstr.news/cluster/mexican-regional-governments-launch-youth-welfare-and-scholarship-programs ### 2026-10-22: Mexico announces 400,000 more high school students via scholarships President Claudia Sheinbaum announced that 400,000 more students will enter high school in Mexico this year, supported by universal Benito Juárez and Rita Cetina scholarships. 16 sources. https://clstr.news/cluster/margarita-maza-national-high-school-launches-in-baja-california-sur --- Cite as: Mexican educational and youth scholarship programs.
