Health institutions, including ISSSTE and the Guanajuato Health Secretariat, emphasized that fireworks are explosives rather than toys, warning of risks such as severe burns, loss of limbs, and permanent disabilities. ISSSTE specifically cautioned against carrying fireworks in pockets due to friction risks and advised against applying home remedies to burns. In the State of Mexico, the Instituto Mexiquense de la Pirotecnia (IMEPI) advised spectators to maintain a 50-meter distance from professional displays and wear cotton clothing, noting that all professional pyrotechnicians must hold valid permits from the Secretaría de la Defensa Nacional.
