Sources: 4. Developments: 2. Senator Gabriel Elizondo Pérez has been advocating for increased federal support for Mexican municipalities to address various operational and financial challenges. In early October, Elizondo called for the 2027 federal budget to prioritize security funding that directly enhances the capacity of state and municipal institutions through equipment, training, and technology. He proposed a ‘Permanent Fund for the Strengthening of Security’ to provide long-term stability rather than relying on annual budgeting cycles. By mid-October, the focus shifted to the financial implications of the recently approved ‘Ley Catastral’ (Cadastral Law). Elizondo warned that the law imposes a heavy burden on local governments by requiring cadastral system modernization without adequate federal assistance. He cautioned that this could lead to increased property taxes or the diversion of funds from essential services like water and infrastructure, prompting calls for a specialized fund to assist municipalities with modernization costs. ## Timeline ### 2026-10-16: Senator Gabriel Elizondo warns of financial burden from new Cadastral Law Senator Gabriel Elizondo Pérez warns that Mexico's new Cadastral Law could drain municipal budgets, potentially impacting essential services unless a specialized support fund is created. 2 sources. https://clstr.news/cluster/senator-gabriel-elizondo-warns-of-financial-burden-from-new-cadastral-law ### 2026-10-05: Senator Gabriel Elizondo calls for increased federal security funds for local municipalities Senator Gabriel Elizondo Pérez is urging that the 2027 federal budget provide long-term resources and technology to strengthen state and municipal security forces in Mexico. 4 sources. https://clstr.news/cluster/senator-gabriel-elizondo-calls-for-increased-federal-security-funds-for-local-municipalities --- Cite as: Mexican Senator advocacy for municipal support.
