Mexico has initiated a phased increase of immigration fees for foreign cruise passengers visiting major ports such as Cabo San Lucas, Puerto Vallarta, Cozumel, and Costa Maya. As of August 1, the fee per person has doubled from $5 to $10.

The gradual implementation follows negotiations between the Mexican government and the Florida-Caribbean Cruise Association. While lawmakers had previously authorized a fee of approximately $42, the government is introducing the charge in stages to provide certainty for travelers and the cruise industry. 

Under the current plan, the fee is scheduled to rise to $15 on July 1, 2027, with a final planned increase to $21 on August 1, 2028.
