In early 2026 Mexico enacted a federal General Law of Circular Economy, giving state legislatures until 20 July 2026 to align their statutes. By 10 July 2026 the governor of Tamaulipas presented a 46‑article state initiative, and on 3 August 2026 Congress convened a forum to review a draft overhaul of the 1988 General Law of Ecological Balance and Environmental Protection (LGEEPA), adding circular‑economy mechanisms and metric‑based penalties.

The following day, the Permanent Board of the Tamaulipas State Congress approved a draft law establishing a State Circular Economy System and Program to coordinate government, municipalities, industry, academia and civil society on resource efficiency, waste reduction, recycling and reuse. Deputy Francisca Castro Armenta said the measure will boost competitiveness, sustainability and innovation; it now moves to the full Congress for final approval.

In San Luis Potosí, the Permanent Board received proposals for a Circular Economy law together with new transparency and personal‑data‑protection statutes, intended to align state regulations with the federal constitution and the national General Circular Economy Law. The initiatives have been referred to the relevant commissions for further analysis.
