Mexico is intensifying efforts to dismantle the financial structures of criminal organizations through enhanced intelligence and inter-agency cooperation.

Initially, Petróleos Mexicanos (Pemex) and the Financial Intelligence Unit (UIF) established a strategic collaboration agreement to combat corruption and ‘huachicol’ (fuel theft). This partnership involves Pemex sharing financial, legal, and administrative data with the UIF to help identify money laundering and hydrocarbon theft, which is estimated to affect between 30% and 40% of the country’s gasoline and diesel market.

Building on these intelligence-sharing efforts, the UIF has expanded its strategy to target broader cartel finances. The agency reported that between 2024 and the present, it has added 2,395 individuals to its blocked persons list, resulting in the immobilization of 24,622 accounts totaling approximately 8.67 billion pesos. According to UIF head Omar Reyes Colmenares, 70 percent of these seizures are linked to organizations affecting national security. The agency is currently undergoing an institutional transformation to integrate into the national security cabinet, aiming to better coordinate financial intelligence with criminal investigations and international cooperation.
