Mexico continues to be positioned as a primary destination for investment in Latin America. Following briefings with President Claudia Sheinbaum, Goldman Sachs President and COO John Waldron noted that Mexico’s strategy to attract foreign capital through scalable infrastructure projects and public-private partnerships presents significant opportunities for global banks.

To drive growth, the Consejo Coordinador Empresarial (CCE) has proposed raising investment to 25% of GDP, with long-term targets of 28% and 30%. Under the ‘Plan México’ framework, investments are anticipated to total 5.6 trillion pesos through 2030. CCE President José Medina Mora has emphasized that national private investment must serve as the primary engine for growth, noting that administrative simplification has already helped release approximately $3.5 billion in private investment.

Despite this potential, structural and security challenges persist. While Mexico ranked 10th globally in foreign direct investment in 2025 with $41 billion, this represents only 2.2% of GDP, placing the country 21st within the OECD. Obstacles include high labor informality, low tax collection, and a heavy reliance on the reinvestment of profits. Furthermore, Coparmex reports indicate that insecurity and a weakening rule of law are impacting sentiment; only 23% of surveyed business owners believe it is a good time to invest, marking the largest annual drop in sentiment since 2020. Additionally, 50% of surveyed companies reported being victims of crime, forcing many to redirect funds from expansion toward security spending.
