Mexico is experiencing heightened energy vulnerability due to its heavy reliance on natural gas imports from the United States. Following a notification that U.S. exports would temporarily decrease by approximately 20% due to scheduled maintenance in Texas—specifically at the Inyección Ramones point between September 24 and October 4—officials at the National Center for Natural Gas Control (Cenagas) described the situation as “critical.”

Because the United States provides roughly 75% of Mexico’s natural gas, which accounts for between 54% and 62% of the nation’s electricity generation, the reduction prompted emergency coordination between Pemex, CFE, and Cenace.

Political figures have raised concerns regarding the country’s lack of strategic storage infrastructure. Federal Deputy Rubén Moreira Valdez noted that current storage capacity may only cover three days of consumption, warning that any prolonged suspension of imports could lead to an electrical crisis. He criticized the current administration for halting renewable energy projects and argued that energy sovereignty requires actual supply capacity rather than rhetoric.

While the government maintains that existing mechanisms are sufficient, energy specialist Gonzalo Monroy notes that proposed storage projects in the Brasil field (Tamaulipas) and JAF field (Veracruz) are stalled by legal uncertainties. Specifically, Article 27 of the Mexican Constitution designates subsoil hydrocarbons as national property, creating conflicts when private gas is injected into depleted fields and mixes with national reserves. This legal ambiguity remains a primary barrier to developing storage in geological sites like salt mines or depleted fields.
