The Mexican government has taken steps to address the surge of sugar imports, particularly from Guatemala, which officials claim are being smuggled or mislabeled to evade tariffs. In Veracruz, Governor Rocío Nahle García announced the establishment of blockades at phytosanitary and zoosanitary inspection points. This initiative aims to stop Guatemalan sugar that is allegedly smuggled through Chiapas and processed in mills to be misidentified as Mexican-produced sugar.

On a national level, the Mexican Secretariat of Economy has implemented new import controls to protect domestic industry following a massive increase in monthly sugar imports. While mandatory permits for several sugar tariff fractions took effect in late September 2026, the government has postponed new controls for specific food preparations containing sugar until November 2, 2026. This delay allows for a transition period for goods under certain tariff classifications. The government intends for these measures to increase traceability and monitor products that use sugar as an essential component.
