The Supreme Court of Justice of the Nation (SCJN) has issued several rulings regarding the boundaries of state and municipal authority versus federal jurisdiction.

In Veracruz, the court invalidated an official advertising law that had been approved in 2021. The justices determined that the legislation unconstitutionally encroached upon federal jurisdictions by attempting to regulate government propaganda and public spending. The law had previously established a state registry of media outlets, a move that the National Human Rights Commission and civil organizations argued could threaten freedom of expression and transparency.

In San Luis Potosí, the SCJN invalidated a municipal fee in Villa de Arriaga related to wind energy generator construction licenses. The court ruled that while municipalities manage land use, specific charges targeting the electrical sector fall under federal authority.

Additionally, the court addressed the General Law of Alternative Dispute Resolution Mechanisms. The justices ruled that the Mexican Congress is not constitutionally required to create differentiated regulations for every specific type of community conflict, such as indigenous or neighborhood disputes, within the general law.
