Mexico is developing a universal healthcare initiative aimed at establishing 12,750 general clinics to provide free medical access to all citizens. The program targets 40 million annual consultations beginning in 2027. To manage personnel shortages, the government announced plans to begin hiring retired doctors and nurses across 24 states covered by IMSS Bienestar starting September 14.

In support of this transition, Mexican health officials are collaborating with Brazil, using its Unified Health System (SUS) as a model. Following a Memorandum of Understanding signed in April 2026, technical teams are discussing pharmaceutical assistance, digital health, and medical supply chains.
