Following warnings from the Missouri Highway Patrol regarding road safety risks for students, the state is implementing new traffic-related laws. 

Initial concerns focused on high fatality rates involving teen drivers and school bus accidents. Officials noted that distracted drivers and pedestrians are primary dangers, citing 2024 data where 834 traffic crashes involving school buses resulted in seven deaths and 345 injuries. A 2025 Consumer Affairs report further highlighted these risks, ranking Missouri as the fourth-worst state for teen drivers with a fatality rate of 22.9 per 100,000—nearly double the national average.

In response, several new laws enacted by the Missouri General Assembly took effect on August 28, 2026. This includes SB 1421, which introduces harsher penalties for drivers who illegally pass stopped school buses. First-time offenders face fines between $500 and $1,000 and a 90-day license suspension. If a child is seriously injured or killed, the offense can be classified as a Class D felony, carrying up to seven years in prison and a $10,000 fine. The law also permits school districts to use safety cameras to detect violations.

Additionally, while new state legislation allows for higher speed limits of up to 75 mph on certain rural interstates and freeways, the Missouri Department of Transportation is currently evaluating highway segments for safety before updating signage. Drivers must obey current posted limits until MoDOT officially updates signage. Other new legislation effective August 28 also includes criminal penalties for damaging critical infrastructure and restrictions on unmanned aircraft systems near such facilities.
