The Moldovan farmers’ association Forța Fermierilor has rejected a proposal by the Ministry of Finance to increase the value-added tax (VAT) on cereals and oilseeds from 8% to 12%. The group warned that the measure, part of a draft fiscal policy, could lead to farmer bankruptcies and worsen the agricultural crisis.

In response to broader fiscal reform discussions, Prime Minister Vasile Tofan stated that the government intends to protect the affordability of essential goods. Tofan confirmed that the VAT rate for Moldovan cheese will remain at 8%, asserting that the reforms are designed to ensure basic needs remain accessible to the population.

Following discussions with the Ministries of Finance and Agriculture, Forța Fermierilor representatives argued that the cereal sector is highly vulnerable after four years of challenges. Executive director Alexandru Slusari characterized the hike as discriminatory, noting that while bread and oil are taxed at 12%, other agri-food products remain at 8%. Slusari stated that authorities have not provided sufficient explanations for the necessity of the increase.

Finance Minister Victoria Belous announced that a final decision regarding agricultural VAT rates will be presented on August 21. Belous explained that the government is seeking a balance between maintaining tax rates and the necessity of increasing budget revenues to support economic development and fiscal requirements.
