Montenegrin law enforcement has engaged in both regional security cooperation and domestic police operations.

In late September, the Director of the Montenegrin Police Administration met with leaders of a European Union project focused on strengthening the resilience of critical entities and protecting public spaces and cyberspace in the Western Balkans. This cooperation involves transitioning into a new phase of the project, titled ‘Strengthening the Protection of Public Spaces and Critical Infrastructure in the Western Balkans 2026–2029’, which aims to align regional capacities with EU standards in cybersecurity and infrastructure protection.

By early October, Montenegrin police conducted widespread preventive and repressive operations across the country. On October 9, authorities reported that large-scale nationwide controls involved the inspection of over 1,500 individuals and nearly 400 drivers. These operations resulted in 22 arrests for traffic violations, the seizure of narcotics such as marijuana and bromazepam, and various fines issued to hospitality establishments in Nikšić. In Bar, a Serbian citizen was detained for suspected theft during a casino inspection. In Herceg Novi, a man was detained for violating a court-ordered ban on leaving Nikšić.

Specific criminal investigations also yielded arrests. In Podgorica, a 26-year-old man, H. N., was apprehended for three separate heavy thefts targeting businesses in Tuzima and Kuće Rakića. A 21-year-old man was also arrested in Podgorica for allegedly providing cocaine to a woman who subsequently required medical treatment at the Clinical Center of Montenegro. In Berane, an individual identified as R. G. was arrested on suspicion of human trafficking and rape. Additionally, in Žabljak, two relatives were detained following a dispute, during which a 41-year-old suspect, M. Š, was found in possession of an illegal Magnum 357 revolver with six bullets.
