The Council for the Rights of Persons with Disabilities held its fourteenth session to discuss improving the regulatory framework for medical rehabilitation and spa treatment. During the meeting, participants emphasized the need for equal access to healthcare and called for a re-examination of service criteria for individuals with severe physical disabilities and developmental impairments.

Following these discussions, the Union of Paraplegic Associations of Montenegro launched a petition via the Parliament website to protect existing disability statuses. The group has collected 3,660 signatures, aiming for a total of 6,000, to demand that individuals with legally binding disability decisions be exempt from mandatory re-evaluations under a new methodology.

The petition seeks legislative amendments to delete Article 61 of the Law on Unified Disability Assessment and amend Article 48d of the Law on Professional Rehabilitation and Employment of Persons with Disabilities. This legal tension follows the passage of the Law on Unified Disability Assessment last October, which was intended to address rising disability certifications. While implementation was initially scheduled for July 1, the Ministry of Social Welfare proposed delaying the rollout until December 1.
