The Education Union of Montenegro has called for a boycott of the “Vilina Vlas” rehabilitation centre near Višegrad, urging the tourism agency Prosvjeta to end its cooperation with the facility. The union and various NGOs pointed to historical reports and court findings indicating the centre was used as a site for detention, torture, and sexual violence against non-Serb civilians during the 1992–1995 Bosnian war.

In addition to the boycott, the union expressed dissatisfaction with the Montenegrin government regarding the lack of a new general collective agreement and unapproved wage increases. Ivana Mihajlović, deputy secretary-general of the Union of Free Trade Unions, stated that if social dialogue does not occur, the union intends to intensify protests in the autumn using potentially “more radical tactics.”
