Montenegro has undertaken several administrative and structural reforms aimed at improving government efficiency and modernization.

Initial efforts focused on the reorganization of inspection services. In Montenegro, returning these services to their respective ministries reportedly improved coordination, resulting in thousands of misdemeanor orders and facility sealings during a mid-2024 period.

Building on these structural changes, Prime Minister Milojko Spajić introduced the ‘Program obuke za modernu administraciju’ (Training Program for Modern Administration), also known as ‘NextGenGov’. This digital skills initiative, organized by the Human Resources Administration and the Regional School of Public Administration (ReSPA), seeks to develop advanced digital competencies among civil servants. Spajić described the initiative as a ‘small revolution’ necessary to improve public service quality and support Montenegro’s goal of European Union accession by 2028.

In September 2026, the government proposed amendments to the Law on Civil Servants and Employees to address personnel shortages in critical sectors, including police, security, environmental protection, and social welfare. The proposed changes would allow individuals to be hired before passing their professional exam, provided they pass it within a six-month window. Failure to meet this requirement would result in the ‘automatic termination of their employment by operation of law’. This temporary measure, intended to remain in effect until December 31, 2027, aims to expand the pool of eligible candidates and align with European Commission requirements.

Following these legislative proposals, the government implemented several permanent personnel appointments during its 138th session. Key changes included the appointment of Bojana Mitrić as General Director in the Ministry of Public Works and several permanent leadership roles within the Ministry of Ecology, Sustainable Development, and Northern Development, such as Vesna Bigović and Lane Radunović.
