Montenegro is undertaking several regulatory and strategic updates focused on urban planning, transport, and housing management.

In Podgorica, officials have introduced a new Agency for the Development of Local Planning Documents to address previous urban planning failures and manage sustainable growth. Mayor Saša Mujović recently met with the agency’s prosecutor, Andrija Babović, to discuss the institution’s role in creating high-quality urban spaces. Mujović criticized previous spatial planning efforts, specifically citing documents such as ‘DUP Zabjelo 8’ and ‘Gorica C’ as examples of inadequate planning that negatively impact living conditions. The City Assembly is expected to review the agency’s work plan on September 16.

Concurrently, the Ministry of Transport is reviewing its Transport Development Strategy through 2035 to align national infrastructure with EU standards and green mobility. Environmental management efforts include a proposed amendment to the Law on Inland Navigation to limit engine power on Skadar Lake and the creation of a Spatial Plan for the Coastal Area.

Expanding on residential management, the Ministry of Spatial Planning, Urbanism and State Property has launched public consultations for a draft law regarding the maintenance of residential buildings. This proposed legislation seeks to resolve legal uncertainties from previous laws by introducing professional standards and more efficient financial controls.
