Montenegro has implemented a new visa regime effective November 1, 2026, to align its policies with European Union standards as part of its accession process, specifically regarding Chapter 24, Justice, Freedom, and Security. This change ends previous visa-free travel for citizens of Russia, Belarus, China, Turkey, and Saudi Arabia.

Under the new regulations, Russian citizens require a Montenegrin visa, though exceptions exist for those holding temporary residence permits or valid visas from the Schengen Area, the United States, the United Kingdom, Ireland, Australia, Japan, Canada, or New Zealand. The Russian Embassy in Podgorica noted that the rules will not apply to the approximately 17,900 Russian citizens who already hold temporary residence permits. In response, the Russian Embassy stated that Montenegrin citizens will require visas to enter the Russian Federation starting December 30, 2026, following the expiration of a 2008 bilateral agreement.

Belarus has notified Montenegro that its citizens will require visas for Montenegrin entry starting November 1. Regarding China, the Chinese Embassy in Podgorica indicated that Montenegrin citizens may continue to travel to China without a visa until December 31, 2026. Visa applications for the new regime can be processed through Montenegrin diplomatic missions or VFS Global centers with a consular fee of 35 euros.

Travelers from the affected nations who legally entered Montenegro before October 31, 2026, at 23:59, may remain in the country for up to 30 days under existing regulations. Tourism industry experts anticipate a potential decline in visitors from the affected regions, with some predicting a 15% to 25% drop in demand from Turkish tourists.
