Morocco is undergoing a national health system overhaul aimed at transitioning from fragmented management to an integrated regional model. 

On September 1, 2026, the country officially implemented Territorial Health Groups (GST) in several regions, including Fès-Meknès and Casablanca-Settat. This new model seeks to unify the management of public health institutions, from primary care to university hospitals, to better prioritize local needs and optimize resources. In the Casablanca-Settat region, the implementation has faced scrutiny regarding transparency, as reports indicate new leadership roles were filled through direct appointments rather than open applications.

As part of the broader national program to modernize 1,600 primary healthcare institutions, the Ministry of Health and Social Protection has inaugurated 15 rehabilitated and equipped facilities across six regions: Casablanca-Settat, Guelmim-Oued Noun, Beni Mellal-Khenifra, Oriental, Tangier-Tetouan-Al Hoceima, and Marrakech-Safi. These centers are expected to serve approximately 375,000 residents, providing services such as general medical consultations, chronic disease management, and maternal and child health. 

Specific regional developments include five new facilities in Chichaoua, four in the Béni Mellal-Khénifra region, and the introduction of specialized diagnostic services for tuberculosis and respiratory diseases in Guelmim-Oued Noun. This initiative follows royal directives to reform the national health system and aims to complete 500 rehabilitations by the end of 2026 to support the expansion of social protection.
