Morocco is expanding its strategic international partnerships, particularly in the realms of defense, technology, and agriculture.

In military cooperation, Morocco and the United States have begun preparations for the African Lion 2027 joint exercises, a major drill involving over 40 countries expected to include live-fire and electronic warfare maneuvers. Moroccan fighter jets also recently participated in the ‘Black Crow 26’ electromagnetic warfare exercise in France. Discussions between Moroccan official Abdeltif Loudyi and a U.S. Congressional delegation led by Mike Rogers have focused on a 2026-2036 military cooperation roadmap covering defense, cybersecurity, and space technology.

Morocco is extending its technical influence through cybersecurity collaborations, such as an agreement with Liberia to pursue a Memorandum of Understanding for protecting critical digital infrastructure following Liberia’s participation in Morocco Cyber Security Week. Additionally, Ambassador Youssef Amrani has signaled a desire to expand U.S. partnerships into industrial, scientific, and academic sectors.

Economic and domestic modernization efforts include the launch of the ‘Digital Dirham’ by Bank Al-Maghrib to improve financial inclusion. In agriculture, the U.S. Department of Agriculture has allocated $33.1 million to Morocco via the ‘Food for Progress’ program. Furthermore, the National Institute for Agricultural Research (INRA) is exploring collaborations with U.S. entities on conservation agriculture, gene editing, and climate resilience. Domestically, the government is restructuring the university network, aiming to increase public universities from 12 to 27 to ensure regional coverage.
