The Mozambican government has implemented significant administrative reforms regarding the public service sector. In August 2026, the mandatory retirement age for state employees and agents was increased from 60 to 65 years following a revision of the General Statute of Civil Servants and State Agents. Certain strategic roles, including diplomats, teachers, specialist doctors, and magistrates, may have their retirement age extended to 70 years under specific conditions.

Following these changes, the Ministry of State Administration and Public Function (MAEFP) announced a phased resumption of administrative acts concerning promotions, career progressions, and changes in the public service, which had been suspended since 2022 due to budgetary constraints and challenges related to the Single Salary Scale (TSU). 

Due to treasury restrictions, the government is implementing a gradual plan based on priority and sustainability. The initial phase focuses on the immediate regularization of 7,067 employees whose 2021 processes were already approved by the Administrative Court but were awaiting updates in the e-SNGRH electronic system. Additionally, priority will be given to approximately 287,322 public servants within salary levels 1 to 11. Public institutions must ensure all data is correctly validated in the e-SNGRH system, and employees not included in this first phase will be addressed in subsequent stages as budget availability allows.
