The Mozambican government has committed to addressing human rights concerns following the fourth cycle of the United Nations Universal Periodic Review. During the 63rd session of the UN Human Rights Council in Geneva, Minister of Justice Mateus Saize announced the acceptance of 284 out of 292 recommendations. These measures focus on strengthening the rule of law, democratic institutions, access to justice, and the protection of vulnerable groups, including children affected by conflict in Cabo Delgado.

In a related development, UN Special Rapporteur Elisa Morgera announced an assessment plan to evaluate human rights in Mozambique in the context of increasing climate challenges. Discussions with the Assembly of the Republic identified a legislative gap regarding human rights protections related to climate change. Morgera emphasized the necessity for coherence between environmental, land, and mining laws to protect communities most vulnerable to climate shifts.

Parallel institutional reforms continue through the Good Financial Governance (BGF) programme. Following the conclusion of its third phase, which reported increases in municipal revenue and improved administrative services, the Ministry of State Administration and Public Service is now advocating for a fourth phase. This upcoming stage aims to align more closely with national development priorities and strategic planning.
