The Naga Students’ Federation (NSF) concluded its two-day national seminar in Dimapur on August 29, focusing on the Bengal Eastern Frontier Regulation (BEFR) of 1873 and the Inner Line Permit (ILP) system.

During the event, Nagaland Chief Minister Neiphiu Rio affirmed that the ILP system is necessary to protect the state’s indigenous interests, while noting the importance of allowing legitimate businesses and workers to operate. In contrast, Supreme Court advocate Prashant Bhushan raised legal concerns regarding whether movement restrictions on citizens align with constitutional guarantees of freedom of movement and profession.

Following the discussions, the NSF submitted a memorandum to the Chief Minister requesting the legislative establishment of an autonomous Nagaland Inner Line Regulation Commission. The Federation argued that the current administration of the ILP is fragmented across the Home Department, police, and local authorities, and noted that the system lacks a consolidated register.
