The development follows a Cruise Hub Formation Agreement signed in August 2026 with the Naha Port Authority. The facility is intended to accommodate modern, advanced cruise ships and enhance the port’s capacity to serve as an international cruise hub in East Asia.

Scheduled to begin operations in March 2028, the terminal aims to bolster regional tourism and maritime connectivity in line with Japanese Ministry of Land, Infrastructure, Transport and Tourism designations.
