Namibia is pursuing a multi-faceted economic strategy centered on energy development and industrial diversification. The country is accelerating offshore oil development in the Orange Basin, utilizing a streamlined regulatory framework to advance projects such as TotalEnergies’ Venus discovery and Shell’s Merlin prospect. This is being paired with a “blue-economy” push to transition from raw-fish exports to a model focused on catching, processing, and branding.

Parallel to these resource developments, Namibia is expanding its renewable energy capacity, with approximately 93 megawatts of solar photovoltaic power scheduled for commissioning in the 2025-2026 financial year. To support this transition, the Modified Single Buyer model has been implemented to allow consumers to procure power directly from independent producers.

However, these growth initiatives occur alongside significant fiscal pressures. Public debt is projected to rise from N$167.2 billion in the 2024/25 financial year to N$182.9 billion in 2025/26. While the nation faces high unemployment and rising debt, substantial domestic capital remains available, notably through the Government Institutions Pension Fund, which held approximately N$209 billion as of March 2026.
