Narendra Modi’s political career and governance initiatives are characterized by a transition from leadership in Gujarat to serving as the Prime Minister of India.

During his tenure as Chief Minister of Gujarat, Modi implemented large-scale programs such as the Water and Sanitation Management Organisation (WASMO) and the Gujarat Disaster Management Act following the 2001 Bhuj earthquake. His administration also focused on economic and institutional developments, including the ‘Vibrant Gujarat’ initiative and the creation of GIFT City.

As Prime Minister, Modi has introduced several national political and economic slogans, such as ‘Make in India’, ‘Sabka Saath, Sabka Vikas’, and ‘Vocal for local’. His official compensation has also evolved, with his basic monthly salary increasing from ₹58,521 as Chief Minister to ₹1 lakh as Prime Minister, supplemented by various official benefits.

Recent research from IIM Bangalore examines India’s 25-year water governance journey, tracing national strategies back to reforms initiated in Gujarat. The study highlights how the Gujarat model, featuring the Narmada-based water grid and community-led institutions like WASMO, has served as a blueprint for national initiatives.

Prime Minister Modi has presented these governance experiences as a reference for the Global South, arguing that water security requires political leadership, public financing, and community participation alongside physical infrastructure. A significant outcome of this approach is the Jal Jeevan Mission, which expanded rural tap-water connections from approximately 3.23 crore households in 2019 to 15.91 crore by August 2026.
