In Croatia, natural disaster damages reached approximately 37 million euros between the start of 2026 and August 19. This follows a significant period in 2025, where agricultural crop yield losses totaled 358 million euros, largely driven by drought. In response to increasing extreme weather events such as floods and heat stress, Croatia has proposed a joint initiative to the European Commission to reform the European system for managing agricultural risks, emphasizing prevention and climate change adaptation over simple damage compensation.

Regional challenges regarding disaster relief and fund management have also emerged in Montenegro. The Montenegrin government has struggled to compensate citizens for wildfire and natural disaster damages; despite an estimated 3.5 million euros in damages in 2025, only 68,807 euros have been paid out from an approved 200,000 euro budget due to a lack of state funds. 

Meanwhile, Croatia has disbursed 7.3 billion euros of its 10 billion euro National Recovery and Resilience Plan through August. While these funds support various sectors, economists have raised concerns that the heavy focus on public infrastructure may provide only a temporary boost to GDP without fostering long-term growth in private industry.
