Efforts to improve urban governance and management in N'Djamena have transitioned from high-level ministerial inspections to direct community engagement.

Initially, the Minister Delegate in charge of Decentralization conducted an inspection tour across ten districts and the city commune. This tour targeted urban disorder, sanitation, unauthorized occupation of public spaces, and urban security, with an emphasis on improving coordination between the executive and municipal authorities.

Following these administrative reviews, a monitoring and evaluation committee for neighborhood commissions began field visits to specific areas, such as the Mara 1 and Mara 2 districts. These visits focused on direct dialogue with residents regarding infrastructure and sanitation grievances, including wastewater evacuation, waste management, and road conditions.
