The Nepalese government is implementing a large-scale restructuring of its civil service to transition toward an officer-focused administrative model. 

Initial efforts focused on reducing high-level staffing, with plans to eliminate approximately 10 secretary-level positions as part of a broader reduction of over 600 civil service posts. Several ministries have completed organizational and management surveys to facilitate these adjustments, following a policy of appointing only one secretary per ministry.

Building on this restructuring, the government announced a plan to phase out all Kharidar (junior administrative) and Nayab Subba (mid-level administrative) positions across 18 ministries over the next three years. To achieve this, the government will not recruit replacements for these roles when they become vacant through retirement or resignation. Instead, ministries will transition to employing only officer-level staff and above, while utilizing contract-based workers for support roles such as drivers and office assistants.
