Nepal’s Finance Minister, Swarnim Wagle, has engaged in efforts to bolster economic investment through both diaspora outreach and direct dialogue with multinational corporations.

In late July, Minister Wagle addressed Nepali entrepreneurs in Australia, urging the diaspora to invest in the country. He highlighted government reforms in tax, revenue, and expenditure, and promoted new investment instruments such as NRNA Bonds and offshore bonds. He emphasized a commitment to good governance and merit-based policies to encourage economic recovery.

By mid-August, the focus shifted to domestic regulatory discussions. Minister Wagle met with representatives from Nepal’s 20 highest tax-paying multinational companies, including Surya Nepal Pvt Ltd, Ncell Axiata Limited, and Unilever Nepal Limited. During these meetings, corporate leaders, such as Ncell’s Dilli Ram Shrestha, raised concerns regarding business security, the arrest of entrepreneurs, and the need for a more predictable tax system and labor law reviews. Wagle responded by stating the government’s priority is to protect legitimate investments and move toward accelerating production and reinvestment cycles.

On August 15, Minister Wagle extended his outreach to the Non-Resident Nepali Association (NRNA) via a video message to their 11th Asia-Pacific Conference in Guangzhou, China. He urged the diaspora to invest in sectors such as tourism, IT, green energy, and high-value agriculture, noting that 27 new laws are being introduced to foster an investment-friendly environment.

However, recent tax policies have drawn criticism. Former Rastriya Prajatantra Party leader Rabindra Mishra questioned the exclusion of rental income from certain tax exemptions, while Rastriya Swatantra Party members criticized increased tax enforcement at the Nepal-India border, alleging that crackdowns on small-scale goods transport disproportionately affect border districts.
