The private sector rental market in the Netherlands is experiencing rising costs and a contraction in supply. By the third quarter of 2026, average monthly rents reached 1,914 euros, marking a 4.4% increase year-over-year. Available rental properties decreased by 12.9%, with a notable shift toward high-end segments.

Jasper de Groot, director of Pararius, suggested that the ‘Wet betaalbare huur’ (Affordable Rent Act) might be producing unintended consequences, noting that roughly 76,000 rental homes have left the market as owners sell their properties. This trend is partly attributed to changes in taxation, specifically Box 3, which have reduced rental profitability.

Recent data highlights a broader decline in housing availability driven by both private and social sector shifts. Between early 2024 and early 2025, private individuals and companies offloaded approximately 60,000 rental properties nationwide. In Roermond, for instance, private landlords sold 90 more homes than they acquired over the last year.

The social housing sector is also facing significant pressure. In the Rotterdam region, the number of available corporate rental homes fell by 1,862 between 2020 and 2024. Furthermore, construction plans for 2026–2030 allocate only 27.3 percent of new builds to social housing, a figure below current stock levels. These shortages are compounded by high renovation costs, limited investment capacity for housing corporations, and legal delays, leaving waiting times for social housing in Zuid-Holland to range from nearly three to over 8.5 years.
