New York has introduced new regulatory frameworks and oversight measures concerning data center development and community impact.

Initially, Governor Kathy Hochul announced a Host Community Investment Framework designed to help local governments negotiate benefits from data center investments. This framework recommends a benchmark of $1 million for every megawatt of utility demand to fund local infrastructure, such as schools and roads, while promoting local hiring and environmental transparency.

These measures follow a moratorium on new data center developments exceeding 50 megawatts, which remains in place until July 2027 due to concerns over natural resource scarcity and the public power supply.
