Sources: 11. Developments: 2. Governor Kathy Hochul has introduced two distinct programs aimed at increasing access to higher education in New York. In October 2026, the state announced the 2026 College Application Initiative, which involves over 130 colleges and universities—including SUNY, CUNY, and more than 45 private institutions—waiving application fees for high school seniors. The program seeks to reduce financial barriers for low-income and first-generation students, with specific fee waiver windows established for different student groups throughout the autumn. Additionally, an expansion of the state’s free community college initiative was announced to target adult learners aged 25 to 55. Set to begin in January 2027, this program allows individuals to enroll in associate degree programs at SUNY or CUNY for free, even if they possess a degree in a different field. The initiative covers tuition, fees, books, and supplies to assist workers in pivoting to high-demand sectors such as cybersecurity, nursing, green energy, and artificial intelligence. ## Timeline ### 2026-10-13: New York colleges to waive application fees for high school seniors Over 130 New York colleges, including SUNY and CUNY, are waiving application fees for high school seniors this fall as part of the 2026 College Application Initiative to reduce financial barriers. 7 sources. https://clstr.news/cluster/new-york-colleges-to-waive-application-fees-for-high-school-seniors ### 2026-10-07: New York expands free community college for adult learners New York is expanding its free community college program to allow adults aged 25-55 with existing degrees to pursue new associate degrees in high-demand fields at SUNY and CUNY starting in January 2027. 4 sources. https://clstr.news/cluster/new-york-expands-free-community-college-for-adult-learners --- Cite as: New York higher education accessibility initiatives.
