Nigeria’s electricity metering efforts have reached a national rate of 63.10 percent, with over 8 million customers now metered. While individual distributors like Eko DisCo reported high metering rates of 89.64 percent, the World Bank-backed $500 million Distribution Sector Recovery Programme (DISREP) has faced delays. As of September 2026, the initiative had installed only 731,034 meters, representing 22.8 percent of its 3.2 million-meter goal. To meet the December 2027 performance target, approximately 2.47 million devices must be installed within the next 15 months. Currently, only $94.44 million of the total financing has been disbursed. To address sector challenges, the Nigerian Electricity Regulatory Commission (NERC) introduced new consumer protection directives. These rules mandate that Distribution Companies (DisCos) repair or replace faulty meters within 48 hours of a complaint. Additionally, customers wrongfully disconnected without following approved procedures are entitled to compensation equivalent to three months of their average electricity consumption for every day they remain without power. Under the Meter Asset Provider (MAP) scheme, meters must be installed within 10 days of payment, with reimbursements provided via energy credits over 120 months. These credits cannot be used to offset existing debts. New 2026 mini-grid regulations also require DisCos to publish Hosting Capacity Information (HCI) on their websites, detailing feeder identification, voltage levels, and technical limitations to assist developers. Despite national progress, significant regional disparities persist; four northern DisCos—Jos, Yola, Kaduna, and Kano—reported metering rates below 41%, trailing the national average. In August 2026, DisCos collected N220.93 billion, a 7.49 percent increase from July, resulting in a collection efficiency of 84.62 percent. Revenue recovery efficiency rose to 77.63 percent, though regional performance varied: Eko DisCo achieved 96.29 percent efficiency, while Kaduna recorded the lowest at 41.90 percent.
