Nigeria is implementing strategies to stabilize and increase its oil output following significant losses caused by systemic theft and sabotage. Between 2019 and 2023, organized crime and illegal refining in the Niger Delta resulted in massive financial losses, including an estimated $22.4 billion in 2022 alone. Infrastructure, such as the Trans-Niger Pipeline, suffered from hundreds of illegal connections, leading to operational instability.

To counter these losses, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) is working to recover over 788,000 barrels of daily shut-in production across 63 operators. The government is also seeking to attract new investment through a 2026 licensing round involving 40 assets and by pushing offshore projects valued between $30 billion and $50 billion toward final investment decisions. Recent technical progress includes the re-entry of 77 wells and the approval of 128 wells for drilling.
