Governors from Argentina’s Norte Grande region met with Chief of Cabinet Diego Santilli to coordinate a unified agenda regarding energy and infrastructure. The summit focused on a regional energy crisis, specifically the lack of gas infrastructure in northern provinces which leaders claim threatens industrial productivity and employment. To address these disparities, governors advocated for a ‘warm zone’ energy tariff regime to compensate for high electricity consumption during extreme temperatures.

While Santilli suggested the government was discussing such a mechanism as a potential political compromise to facilitate the reduction of natural gas subsidies in certain areas, tensions emerged during the summit. Although Santilli claimed that 90 percent of the governors’ concerns had been resolved, provincial leaders expressed significant disagreement with that assessment.

Negotiations have since progressed toward a specific ‘warm zone’ (zona cálida) electricity subsidy scheme. Chief of Staff Diego Santilli and Energy Secretary María del Carmen Tettamanti are meeting with governors from the NEA and NOA provinces to establish tariff differentials for high-temperature regions, modeled after existing ‘cold zone’ (zona fría) gas subsidies in the south.

Legislative proposals under discussion include discounts of up to 50% or 70% for low-income households, alongside protections for schools and hospitals. The national government estimates that implementing these benefits for the NOA region could cost approximately $90 million annually. This initiative carries political weight, as the government seeks provincial support for legislation that could modify the current ‘cold zone’ regime, potentially reducing gas subsidies in other regions to fund these new electrical benefits.
