Following the passage of the Law on Games of Chance and Amusement Games in June, the Ministry of Finance of North Macedonia has introduced a new rulebook to regulate the gambling industry. 

The regulation mandates that applicants for licenses—including casinos, betting shops, slot clubs, and closed-type tombolas—undergo rigorous checks regarding their reputation, integrity, and the origin of their funds. To combat money laundering and terrorism financing, the Ministry will require extensive documentation, such as bank reports and financial statements, to establish a continuous paper trail of capital. These oversight measures extend to partners, associates, and members of management and supervisory bodies.

Applicants must also provide documentation to verify their background, including any professional bans or previous penalties for organizing gambling activities. The Ministry noted that the regulation focuses on monitoring cash movements and establishing strict criteria for both legal and natural persons. 

Minister of Finance Gordana Dimitrieska-Kocoska noted that the rulebook serves to transform legal principles into “concrete, practical procedures.” The primary objectives of these measures are to increase industry oversight, ensure more responsible operations, and provide greater citizen protection. The Ministry is reportedly preparing additional regulations to ensure the full implementation of the law.
