A misconduct hearing was held for North Wales Police officer PC Richard Williams regarding an arrest in Porthmadog in May 2023. The proceedings followed a criminal trial where Williams was found not guilty of charges including intentional strangulation and assault. 

During the disciplinary hearing, it was alleged that Williams used “unreasonable force” by placing a suspect, Steven Clark, in a headlock, punching him multiple times, and using incapacitant spray at close range. Defense counsel argued the officer’s actions were “completely reasonable in the circumstances.”

The misconduct panel ultimately determined that the allegations of gross misconduct were not proven, clearing Williams of the charges. Deputy Chief Constable Nigel Harrison stated the matter is concluded and noted the officer’s expected return to full duties.
