The Northern Italy Manufacturing District, representing Emilia-Romagna, Liguria, Lombardy, Piedmont, and Veneto, has initiated efforts to influence European and national industrial policy. In September 2026, the district submitted a unified proposal regarding the Industrial Accelerator Act (IAA) to the Italian government and European Parliament members. The proposal seeks to strengthen industrial competitiveness by advocating for the inclusion of entire territorial ecosystems—comprising SMEs, large corporations, and research centers—and calling for administrative simplification and interoperable digital tools. By October 2026, the regional alliance expanded its focus to include financial coordination. During the World Manufacturing Forum in Milan, regional economic development ministers met with the Italian Banking Association (ABI) and Confindustria. This resulted in an agreement to form a joint technical working group tasked with developing tools to improve credit access for SMEs, micro-businesses, and startups within three months. The group also discussed reforming the Central Guarantee Fund to bolster industrial investment security. ## Timeline ### 2026-10-22: Northern Italy manufacturing alliance strengthens ties with banks and industry Five Northern Italian regions, banks, and industry leaders met in Milan to boost manufacturing competitiveness and improve credit access for SMEs through a new technical working group. 13 sources. https://clstr.news/cluster/world-manufacturing-report-2026-highlights-ai-adoption-trends ### 2026-09-23: Northern Italy Manufacturing District proposes Industrial Accelerator Act updates Five Northern Italian regions have issued a joint proposal on the Industrial Accelerator Act to boost European industrial competitiveness and advocate for regional involvement in manufacturing acceleration. 3 sources. https://clstr.news/cluster/northern-italy-manufacturing-district-proposes-industrial-accelerator-act-updates --- Cite as: Northern Italy manufacturing district policy coordination.
