The Norwegian railway system is facing significant challenges regarding its digital signaling transition and immediate operational stability. An investigation by the Norwegian Railway Directorate indicates that the rollout of the ERTMS digital signaling system may face extreme delays. While the initial 2015 plan targeted completion by 2031, new scenarios suggest full implementation could be pushed to 2050 or 2055.

Bane Nor has reported that outdated light-based signaling technology is causing service disruptions due to difficulties in sourcing expertise and spare parts. These technical vulnerabilities have manifested in recent signal failures on the Gardermobanen railway line, causing widespread delays and cancellations for commuters near Oslo. Officials noted that these faults were caused by a type of “false alarm” in the signaling system. 

In response to the uncertainty, the Norwegian Railway Directorate and Bane Nor are working to develop a unified plan for signaling systems, which is expected by March 15, 2027.
