The Odisha Cabinet, led by Chief Minister Mohan Charan Majhi, approved the Shree Jagannath Temple Land Management Rules, 2026. These regulations replace previous policies from 2003 and 2019 to modernize temple land administration through a digital, portal-based system.

The new framework utilizes GIS-based digital mapping and a public dashboard to increase transparency and prevent encroachment. Oversight involves a District-Level Screening Committee and the Shree Jagannath Temple Managing Committee, with land valuation based on benchmark market values or average sale statistics.

Following the rule approval, the state government began developing a specific e-portal to streamline land settlement. This digital initiative aims to grant formal land rights to hereditary servitors and long-term residents who have occupied temple lands for decades. The portal is designed to replace paper-based reviews with a searchable inventory, synchronizing with existing state revenue platforms like Bhulekh and Bhunaksha to verify claims and reduce disputes.
