In late July 2026, the Ontario government announced a C$20 million package to upgrade six Ottawa-area hospitals and expand trade training for more than 500 workers in northern communities. This was part of a broader C$1.1 billion increase in provincial health spending for the fiscal year.

Despite these investments, a report from the Canadian Union of Public Employees’ Ontario Council of Hospital Unions (CUPE/OCHU) published on 5 August warned of severe financial instability. The union reported that Ontario hospitals were operating with a combined deficit exceeding C$400 million for 2025. Working capital fell from C$2 billion in 2020 to a shortfall of C$280 million by the end of 2025, forcing facilities to borrow to remain operational. The report noted that more than 1,300 hospital jobs have been eliminated since September 2025, occupancy rates have reached 96% at some sites, and hallway patients have roughly doubled. CUPE/OCHU president Michael Hurley and researcher Doug Allan argued that a 6% annual budget increase is required to maintain services, significantly higher than the province’s planned 3.3% increase for 2026-27.

In response to workforce needs, the Ontario government announced a C$10.9 million investment through the Skills Development Fund Training Stream. This initiative aims to prepare approximately 2,000 workers for roles such as nurses, personal support workers, and medical laboratory technologists. Notably, the Scarborough Health Network is set to receive over C$2.2 million to train 110 individuals using a Virtual Standardized Patient platform in partnership with Sir Sanford Fleming College.
