The renewal of Pakistan’s access to the European Union’s Generalized Scheme of Preferences Plus (GSP+) trade scheme remains a central diplomatic and economic priority. EU Ambassador Raimundas Karoblis has reiterated that securing the facility beyond 2027 depends on Pakistan’s implementation of 27 United Nations international conventions regarding human rights, labor standards, governance, and environmental issues.

In recent discussions with the All Pakistan Textile Mills Association (APTMA), the Ambassador noted that while the textile industry has shown positive compliance regarding sustainability, legislative progress is still required. Furthermore, meetings with the All Pakistan Business Forum (APBF) highlighted opportunities for increased exports through product diversification, technology transfer, and joint ventures.

To support broader economic and institutional development, the Government of Pakistan and the EU have signed three grant agreements totaling €65 million under the EU’s Multiannual Indicative Programme 2021-2027. These agreements, signed on the sidelines of the United Nations General Assembly, target three specific areas:

1. The Global Gateway Development Facilitation for Pakistan, which aims to attract foreign investment by strengthening the tax system and long-term financial planning.
2. Energy and Natural Environment Resilience in Khyber Pakhtunkhwa, focusing on renewable energy access for off-grid rural communities and private sector training.
3. EU Support to the Rule of Law and Business Environment, which seeks to improve legal access in Khyber Pakhtunkhwa and Balochistan, while expanding commercial dispute resolution mechanisms in Punjab and Sindh.
