Prime Minister Shehbaz Sharif has accused foreign entities of fueling terrorism in Pakistan’s Balochistan and Khyber Pakhtunkhwa provinces. In July, Sharif stated that India’s role in sponsoring terrorist activities is “absolutely clear” and criticized the Afghan Taliban regime for failing to prevent militants from using Afghan territory to launch attacks.

By August, the Prime Minister expanded his remarks to include Khyber Pakhtunkhwa, attributing regional instability to enemy nations. He noted that while infrastructure projects like the N-25 highway are underway, workers have faced targeted killings. Sharif emphasized that those taking up arms under the guise of grievances are not “true Pakistanis” and advocated for dialogue to resolve issues.

In late August, during a workshop in Islamabad, Sharif reiterated that hostile foreign countries are behind the terrorism in Balochistan and Khyber Pakhtunkhwa. He emphasized that the people of Balochistan hold the primary right to the province’s natural resources, describing the area as one of Pakistan’s wealthiest regions. 

To address regional development, the government highlighted initiatives such as the Karachi-Chaman dual-carriageway, solar system provisions for Balochistan farmers, and financial support from Punjab, which has allocated Rs11 billion to the province. Sharif also noted the strategic importance and capacity of the Chinese-supported Gwadar Port to host vessels of up to 100,000 metric tons.
