Pakistan and Japan are expanding their long-standing development partnership through various cooperation initiatives led by the Japan International Cooperation Agency (JICA).

Initial discussions between Prime Minister Shehbaz Sharif and JICA leadership focused on broad sectors including minerals, health, education, and industrial growth. Key infrastructure priorities identified include the Main Line-1 (ML-1) railway and rural internet connectivity. 

Following these high-level talks, the two nations formalized a 350 million Yen grant agreement to fund the Human Resource Development Scholarship (JDS) program for the 2026 fiscal year. This ninth installment of the program aims to provide Master’s and PhD scholarships to Pakistani civil service officers to support socio-economic policy implementation.
