The Pakistan Telecommunication Authority (PTA) has initiated several regulatory and technical developments. In late September 2026, the authority introduced the Telecommunication Equipment Standards Regulations 2024, establishing technical testing and compliance standards for 5G devices and infrastructure. Alongside these technical standards, the PTA proposed amendments to competition rules to better monitor Significant Market Power (SMP), suggesting that operators with over 25 percent of market revenue could face stricter oversight and infrastructure-sharing requirements.

By early October 2026, the PTA’s focus expanded to digital content and platform compliance. The authority informed the Islamabad High Court that social media companies have failed to comply with registration requirements for five years, specifically regarding the appointment of local compliance and grievance officers.

The PTA also noted limitations in its current mandate regarding age verification for minors and highlighted technical challenges posed by HTTPS encryption. Due to encryption, the regulator reported it is often unable to block specific URLs and must instead rely on blocking entire domains on a “best-efforts basis.” The authority indicated that its regulatory role is currently in transition following the Prevention of Electronic Crimes (Amendment) Act 2025, which is set to establish the Social Media Protection and Regulatory Authority (SMPRA).
