Sources: 17. Developments: 2. The National Police of Paraguay has initiated a series of structural and leadership changes aimed at modernizing the institution. Initially, Commander General César Roberto Silguero Lobos implemented a reorganization of leadership and regional security directorates through Resolution No. 1048. This included various appointments across operational, administrative, and investigative divisions, as well as new leadership for Prevention and Security Directorates in several departments such as Caaguazú and Alto Paraná. Following these appointments, Interior Minister Enrique Riera and Commander Silguero launched the Superior Tribunal of Qualifications for Police Services. This tribunal is responsible for selecting high-ranking officials, including general and director commissioners, through a process intended to be ‘shielded from all external influence’ to ensure meritocracy. To combat organized crime, the government also introduced new deployment strategies, requiring new graduates to serve at least two years in specific regions like Asunción and Central, supported by an expanded training curriculum. ## Timeline ### 2026-10-22: Paraguayan Interior Minister announces new police leadership selection process Paraguay's Interior Minister announced the activation of a high-level tribunal to independently select the next generation of National Police leadership. 7 sources. https://clstr.news/cluster/paraguayan-interior-minister-announces-new-police-leadership-selection-process ### 2026-10-09: Policía Nacional reorganizes leadership and regional security directorates The Paraguayan National Police has announced a major reorganization, appointing new directors for strategic departments and regional prevention and security divisions across several departments. 11 sources. https://clstr.news/cluster/bariloche-and-puerto-montt-strengthen-bilateral-cooperation --- Cite as: Paraguay National Police institutional reorganization.
