He warned that poorly designed structures with steep stairs can become ‘anti-pedestrian’, leading people to cross the asphalt instead. 

Flores Ayora recommended that urban areas utilize level crossings with ramps and synchronized traffic lights, while high-speed peripheries require elevated or underground passages paired with fencing to prevent direct crossings. He emphasized that infrastructure decisions must be guided by traffic engineering studies and accident data.
