Following reports of dark discoloration and suspected hydrocarbon presence in the Pánuco River near Ciudad Madero, Pemex and the Mexican Navy initiated cleanup operations. While refinery officials suggested the discoloration might result from sediment washed into drainage systems by heavy rainfall, local fishermen reported oil-like stains affecting their activities.

The situation escalated as fishing cooperatives in Veracruz and Tamaulipas pursued legal action against Pemex, citing ecological and economic damage. Over 150 families reported that oily sludge from the Francisco I. Madero Refinery destroyed fishing equipment and caused mass mortality among fish, shrimp, and crabs. A federal court in Veracruz granted a provisional injunction to protect approximately 2,000 fishermen affected by hydrocarbon spills in the Gulf of Mexico, addressing alleged omissions by federal authorities in investigating spills and mitigating risks to mangroves, lagoons, and beaches.

Recent reports indicate that hydrocarbon contamination has spread to multiple water bodies in southern Tamaulipas, including Los Patos Lagoon, the Barberena estuary, and local canals in Altamira and Ciudad Madero. Residents in the Hipódromo neighborhood of Ciudad Madero have reported persistent oily residues and intense odors, noting that contaminated water is damaging local vegetation.

State and municipal authorities have expressed concern regarding the lack of technical reports from Pemex concerning the origin and magnitude of the damage. Karl Heinz Becker Hernández, the state Secretary of Urban Development and Environment, noted that while the state is ready to assist in inspections, legal jurisdiction lies with federal agencies such as the Agency for Safety, Energy and Environment (ASEA).
